Sporting regulations
WHO CAN PARTICIPATE?
All clubs that are members of a national association recognized by World Rugby (WR) can take part in the Paris World Games. In countries where rugby can be taught in schools, we also authorize teams that are members of their school sports federation.
All players must be insured on rugby pitches, where all members of the delegation (players and accompanying persons) must have third-party insurance.
TOURNAMENT REGULATIONS
The tournament is played according to WR or French Rugby Federation regulations. Matches are refereed by official referees from different countries.
PARTICIPATION CONDITIONS
To meet the conditions for participation, each player may present an F.F.R. license for the current season. In the absence of a license, the player must present a valid medical certificate (less than 18 months old), an official identity document and parental authorization for minors (or a visa for non-EU countries).
VISUAL INSPECTION OF PLAYERS AND WAIVERS
Before the first match, the organizer will carry out a visual check of the ages of the participants, who will be given a bracelet of a color corresponding to their category. The central referee will visually check the color of the bracelets of the 2 participating teams before each match. Teams must complete a match sheet before each match, which they will sign before and after the match. A "reserves" appendix will be available at the scorer's table in the event of a complaint before, during or after the match. No derogation from the age limit is permitted, except by extraordinary decision of the organizing committee. Any player failing to present a wristband or refusing to undergo a visual check of identity and equipment will be refused entry to the field of play.
EQUIPMENT
Clubs are required to play their official matches in the colors identified on the official Paris World Games website. Team members must be uniformly dressed in the colors of their respective clubs: shirts, shorts and socks. Numbers must correspond to those shown on the match sheet.
If a player does not wear the same colors as the other players on his team, he will be refused entry to the field of play.
If two clubs playing against each other wear similar or confusingly similar colors, the first club named in the match announcement is required to wear shirts of a color other than that of its opponent.
Substitutes must be differentiated from regulars by wearing a different color jersey.
EQUALITY OF SEVERAL TEAMS WITHIN A GROUP
Teams with the same number of points at the end of the group matches are ranked according to the following criteria in order:
1/ Special match results
2/ Red card
3/ Total goal-average
4/ Total tries scored
5/ Total points scored
6/ Toss
EQUALITY AT THE END OF REGULATION TIME IN THE DIRECT ELIMINATION PHASE
During the Final Phase, matches are knockout.
In the event of a draw at the end of regulation time, victory will be awarded according to the following criteria:
- Number of tries during the match ;
- Number of red cards ;
- The ranking obtained during the qualifying phase;
- The ranking criteria of the group phase are taken into account (see "Ties between several teams in a group"). When two teams have been drawn from two different "brassage" pools, and these pools have not been made up of the same number of teams (e.g. a 3-team pool and a 4-team pool), an equalization will be carried out in order to equalize the points.
In the event of a tie at the end of regulation time in a final, the teams will play one or more extra periods of 5 minutes each.
After each period, the teams change sides without a rest period.
During extra time, the team that scores first is immediately declared the winner of the match and play must be stopped.

ABSENCE OF A TEAM FROM KICK-OFF TIME
If one of the teams is absent at kick-off time, victory will be awarded by forfeit to the team present on the field, based on a goal-average of 12 points in favor of the team present on the field. If both teams are absent, the match will be forfeited to both teams (12 points goal-average against 0 for).
The penalized team may appeal to the tournament's rules and regulations committee at commission@parisworldgames.com.
NUMBER OF PLAYERS PER TEAM
There is no limit on the number of players per team. However, only 5 substitutes may take part in a match on one pitch. All players must be able to prove their age and identity. Players are advised to use the same jersey numbers for all matches.
NUMBER OF MATCHES AND DATES
A win earns 3 points, a draw 1 point and a defeat 0 points.
In the case of an 8-team competition, there will be 2 pools of 4 teams, a match against each team in the group in the pool phase and a ranking at the end of these pools.
In the event of a 10-team competition, there will be 2 pools of 5 teams, a match against each team in the group in the pool phase and a ranking at the end of these pools as follows:
- CUP finals for 1st to 4th-placed teams,
- ½ PLATE direct for teams 5th to 6th,
- ¼ PLATE for teams 7th to 10th,
- Then classic final phases
In the case of a 12-team competition, there will be 3 pools of 4 teams, a match against each team in the group in the pool phase and a ranking at the end of these pools as follows:
- ¼ CUP for teams 1st to 8th,
- ½ BOWL for teams in 9th to 12th positions,
- ½ PLATE for ¼ CUP losers,
- Then classic final phases
Teams play between 4 and 6 matches during the competition (more or less depending on the total number of teams).
NUMBER OF TEAMS IN THE TOURNAMENT
The Paris World Games cannot accept all applications, so the organization reserves the right to refuse certain teams. Priority will be given to teams who pay the registration fee first. A club may enter a maximum of 2 teams per category (except in exceptional cases decided by the management committee).
DISPENSES
No derogation from the age limit is permitted, except by extraordinary decision of the organizing committee.
CLAIMS
All complaints must be made in writing. Reservations concerning qualification and participation in matches must be made before the match kicks off or before the player concerned enters the field of play. Technical reservations must be made in writing at the stoppage of play following the disputed point and before play resumes. A Disciplinary Committee will rule on cases referred to it. A rules and regulations committee will rule on referrals and will be the only body empowered to decide on the postponement of a match.
PENALTIES
The Disciplinary Committee may impose sanctions on individuals on the basis of reports from officials or clubs. It is automatically seized on referees' reports and can be seized by clubs by e-mail at commission@parisworldgames.com
Yellow cards are erased after each match.
DISCIPLINARY COMMITTEE
The Disciplinary Committee is made up of representatives of the players, referees, volunteers and educators, as well as a member of the organization. It rules in the first and last instance, except in cases of exclusion from the tournament (or suspensions of more than 2 matches). AWARDS
Each player receives a prize. For the winners, the Paris World Games Trophies will be awarded (Gold medal). Finalists and semi-finalists also receive trophies (silver and bronze medals).
